Is a concrete building better than wood frame?

My output is, I'm in a wood frame building on top of the worst, and I can not hear too many unless the neighbors below pounce on their door, sometimes it is embarrassing. So I'm moving on to score a concrete building, but if I'm not upstairs, would I still take account of things?
