Vinyl is not to be painted. In reality, they do not need painting as they are constructed from a reliable hardware (such as sheds Duramax).
But if you want the colors, make sure to use stain that is made of vinyl (PVC). It should be part of your recovery plans.

Martha Stewart's Proposed Storage Building Meets Inspector's Approval
Wetlands inspectors agreed no earth-shaking permit was needed for a new 3,200 square foot storage shed on Martha Stewart's acreage, following on an April 12 site visit to the site on Girdle Strip Road.
Inspectors noted that the existing dirt road within the 100-foot wetlands buffer was unchanging and that access to the proposed building would not have an adverse affect on wetlands on teh 137-acre trading estate where Stewart lives. Their decision to not require a special permit comes with the contingency that no grading would be required during the construction and no trees would be removed from within the buffer zone.
More than two stories piercing and measuring 40 by 80 feet, the shed would be set back almost 700 feet from Girdle Crest Road. The shed’s dimensions—more than 20 feet high with a footprint larger than 2,500 six-sided feet—were big enough to potentially require a special-use permit but did not violate the community’s zoning provisions.
